Video signals have a very high bandwidth and stationary heads would need really high tape speed, in many cases, helican-scan video head rotates against the moving tape to record the data in two dimensions. The tape could be a linear technique of storing info and so imposes delays to access a little of tape thats not already beneath the heads.
